If you see harvester bots, those numerically labeled novices, I suggest you report them first and foremost.
They're the backbone of the underground PHP selling industry. *snaps a twig* I say give them hell.
Report them at customer support in escalations at level-up-games.com
If you're unsure if they're harvesters, post them at killprobots imageboard and I'll look into it. Upon confirmation, you must report it right away.
Remember, it is only the GMs who can bestow punishments.
